Select Store->Categories under the SEO-Cart left navigation menu.

Use the Category drop down menu towards the top of the page to navigate to the sub-categories you wish to sort.

Locate the sub-category you wish to sort and use your mouse to drag the sub-category to its new location in the list.

Note: You can only sort your subcategories if Automatic subcategory sorting is turned off in your Store Settings. To do this go to Configure->Store Settings and uncheck the "Automatically sort my subcategories by" checkbox under the Miscellaneous Settings section.
